Ну вот, успешно решив большинство своих проблем (в том числе и материальные), мы подали полный пакет.
Так что хронология получается такая:
3 ноября 2007 - упрощенка
7 ноября 2007 - AOR
4 августа 2008 - запрос полного пакета
11 ноября 2008 - полный пакет
Мне правда институт мой нервы потрепал, когда я написала заявление на дубликат вкладыша к диплому (там были ошибки). Заявили, что нет у них бланков, голову морочили очень долго. Но когда я пригрозила Министерством образования, вроде зашевелились.
Но все равно, полный пакет пришлось отправить не с вкладышем, а со справкой, которую мне выдали в институте + сам диплом. И пообещала выслать вкладыш позже. А то тянуть уже некуда. Надеюсь мне доки не вернут из-за этого, так как диплом сама по себе юридически является документом о высшем образовании.
Так что вот мы и подались...
Мне очень страшно почему-то... По сравнению с другими вон на форумах крутыми айтишниками кто я? Офисная крыса, пусть даже и с 3-мя иностранными языками...

Erik: Really? They did not give you them at all? I remember your wife lost her diploma, but do you mean even in the first place?

The problem with my wife's diploma is the following:

Of course she went to the versity but it was summer, everyone was busy with diplomas for that year graduates. So she was advised later.
She came and then someone was on vacation.
She came later again and made a formal request and waited. And come again to get it, but they had forgotten.
She applied again before our relocation to another city, and made it clear that she would need the documents before we leave. But they couldn't do in time, but promised to send it by mail.
When nobody send anything, she called there and was told that it's not possible at all and who on earth could have promised you such a nonsense.
Now, she is going to come back to Yekaterinburg to get her foreign passport and diploma's appendix.
That's the story.
So you see, they don't "refuse" officially, they are just lazy f**** bastards...
